The Estonian Road Administration (ERA) is an governmental agency, which operates within the administrative area of the Ministry of Economic Affairs and Communications. It has a directing function, exercises state supervision and applies enforcement powers of the state on the basis and to the extent prescribed by law.

The main functions of the Estonian Road Administrations are:

  • Organising road management and creating conditions for safe traffic on the roads in the state ownership;

  • Exercising state supervision over the compliance with the requirements established by legislation regulating the ERA’s area of activities and, where necessary, applying enforcement powers of the state;

  • Participating in the development of the legislation regulating the ERA’s area of activities and making recommendations for amending and supplementing legislation, including improving Estonian terminology;

  • Participating in the development of policies, strategies, and development plans in the ERA’s area of activities;

  • Preparing and implementing projects in the ERA’s activities, including participating in the preparation and implementation of international projects.

The ERA controls six state institutions, including the Road Administration of the Northern region of Estonia and Kagu, Parnu, Saarte, Tartu and Viru Road Offices, which administer national roads in two or three counties respectively, implementing:

  • Road management;

  • Supervision of road management;

  • Ensurance of traffic safety on the national road network.

The activities of the ERA and its institutions are based on the laws of the Republic of Estonia, international conventions and treaties, the decrees and resolutions of the government, the Minister of Economic Affairs and Communications and its own statutes.

On June 6, 2005, a Road Museum was opened in Polva county, on the historical Tartu-Voru postal mail road, in the former Varbuse Post Station and under the administration of Kagu Road Office. The foundation of the museum started in 2000 by the appointment of the Museum’s Supervisory Board.

During the last chair period in the BRA the ERA organised The International Baltic Road Conference in 2006 in Kuressaare (with the participation of 539 delegates from 20 countries and 73 exhibitors).

There were 381 km of national roads per 1000 sq. km in Estonia and 412 cars per 1000 inhabitants by January 2007. The majority of our roads (56,8 %) are covered with asphalt pavement.

The ERA finds it important to have close cooperation within the BRA for improving the Baltic road network in connection with European road network.
