Ivan Josifovich Leonovich

 

 

Ivan Josifovich Leonovich (born on 18 April 1929) – Doctor of Technical Sciences, Professor, a scientist in the field of industrial transport, highway engineering, organization of scientific researches and pedagogy of higher education. In 1948 he started his working activities as a roving correspondent of the Brest-Lithuanian railway line, in 1953 graduated from the Belarussian Technical Forest Institute. After graduating the Institute he worked as assistant, associate professor, head of the Dept of Forest Transport and Road Machinery, vice-rector of the Belarussian Technological Institute. From 1968 to 1984 I. J. Leonovich worked as a Deputy Minister at the Ministry of Higher and Secondary Special Education of the Belarussian Soviet Socialist Republic, from 1984 to 1988 was away in a foreign business trip in the Republic of Cuba exercising the functions of adviser to the Minister of Higher Education. Since 1980 until now he is the head of Road Construction and Maintenance Dept of the Belarussian National Technical University (BNTU).

 

Research activities of I. J. Leonovich are mainly related to the problems of highway engineering. At the Technological Institute he was engaged in design calculations, construction and maintenance of forest roads. On his own and together with his students he carried out investigations in the field of rutted roads, hydro-thermal regime of roadbed and road pavement, strengthening the soils with binding materials and technologies of forest transport works. Here, he laid the foundations for calculating road structures under the elastic-viscous-plastic regime that were further developed in the works of the scientists of Belarus and other countries.

In the Polytechnic Institute of Belarus and later in BNPA and BNTU the research efforts of I. J. Leonovich were focused on roads of general use: methods for improving the reliability and durability of road structures, modification of road bitumen and regeneration technologies of asphalt concrete pavements were developed, systems for evaluating the road performance and the basics of ecological monitoring of roads were created, concepts of modern diagnostics, the improvement of technologies and organization of works in the field of road maintenance and repair has been established.

Based on his research results, more than 920 scientific works were published, including 6 handbooks, 44 educational and methodical books, 19 monographs and 83 authorship certificates and patents.

For the first time in the Commonwealth of Independent States (CIS) the following publications of I. J. Leonovich were issued: a handbook on Road Climatology, educational books “Rail and Traction Networks of the Metropolitan”, “Diagnostics and Road Quality Management”. Also, he has prepared 5 Doctors of Sciences and 22 Candidates of Sciences.

Besides research, educational and administrative work I. J. Leonovich used to take an active part in public work. He was Secretary of the All-Union Leninist Young Communist League (Komsomol) of the institution, a member of the Regional Committee of the Belarussian Komsomol, a member of the Regional Committee Presidium of the Trade-Union of Workers of Education, higher educational institutions and scientific establishments, vice-chairman of the Society “USSR-Laos”, headed up a Scientific Council of the newspaper “Zviazda”, was a member of Students Council of the Committee of Youth Organizations of the USSR and Presidium of Scientific Technical Board of the Ministry of Higher Educational Institutions of the USSR, a member of the Dissertation Defence Board in the Belarussian Polytechnic Institute (at present BNTU), Belarussian Technological Institute (at present Belarussian National Technological University), Kyiv Road-Transport Institute (at present National Technical University of Ukraine), College of the Sports Committee of Belarus. He was also a member of editorial staff of various scientific and sociopolitical publications, Scientific Council of Experts under the Interstate Road Board. I. J. Leonovich made presentations in international conferences in Russia, Poland, Slovakia, USA, Greece, Canada, Cuba, Austria, Finland, Ukraine and other countries, he was a delegate of IV International Congress of Students in Prague (1956).

At present I. J. Leonovich is a member of the scientific- editorial board of Belarussian encyclopaedia, a deputy editor-in-chief of the journal “Vestnik BNTU”, a member of editorial board of the following journals: “The Baltic Journal of Road and Bridge Engineering“, “Technological and Economical Development“ (VGTU), “Architecture and Construction Sciences“, “Roads and Bridges“. He works as a deputy chairman of the Certification Commission under the Board of BNTU, a chairman of the Commission of Methodology, deputy chairman of the Board of Society “Belarus- Cuba“. He carries out a number of other ongoing public obligations. He has been frequently invited as an opponent to the Doctoral or Candidate dissertations, takes part in International Co-operation Program on the subjects of scientific development and personnel education.

For the achievements in the development of research and education of specialists for the national economy of the Republic of Belarus I. J. Leonovich was awarded the Order of Motherland (3rd Class) (1999), the Order of the Badge of Honour (1976), the medals – “For Valiant Labour”. The 100 Years Anniversary of V. I. Lenin’s Birth (1970), ”Veteran of Labour” (1985), “The 60 Years of Victory in the Great Patriotic War (2005), also the Honorary Diploma of the Supreme Soviet of BRRS (1979), V. I. Lenin’s Honorary Diploma of the Committee of Party Organizations of Soviet Institutions in the Republic of Cuba (1987). He was granted an honorary title “Honoured Worker of Science and Engineering of BSSR (1981). The Russian Academy of Natural Sciences awarded him an honorary medal of V. I. Vernadsky for large scientific achievements and substantial contribution to the development of Russia (2008). He is the honorary road engineer (2003) and the honorary transport worker of Belarus (2005). He was awarded Diploma of Honour of the Exhibition of Achievements of the National Economy of USSR, the Breast Badges of Excellence by the Ministry of Higher Educational Institutions of USSR, the Gosstandart (State Standard Committee) of USSR, Central Committee of Komsomol, Ministry of Education of Belarus and a number of other institutions and organizations of the Soviet Union and the Republic of Belarus. I. J. Leonovich is inventor, honorary professor of the Moscow Automobile and Road Construction Institute (State Technical University) (2000) and honorary doctor of the Vilnius Gediminas Technical University (2003). He was elected a vice-president of International Academy of Organizational and Management Sciences (1994), a foreign member of the Russian Academy of Natural Sciences (1995), academician of Transport Academy of Ukraine (1996), a substantive member of the Belarussian Public Society of Architects and Workers of Construction Science (2005), Belarussian Academy of Architecture (2005) and a corresponding member of the Foresters Society of Finland (1969).

Prof Dr Habil Ivan Josifovich Leonovich holds his jubilee in a good temper, full of enthusiasm and energy for further researches on the topical issues of road construction and maintenance, education of engineers and scientists for the progressing economy of CIS.
